I've never had a problem opening the page here in South Korea. Could it have been blocked by your school or your provider?
I'm actually able to access many North Korean websites here in Daejeon. It could be that they aren't that adept at blocking those in English. Here's a good one with propoganda videos out of North Korea: http://www.youtube.com/user/atiu88
